Drain excess grease if needed, then season the beef with salt, pepper, garlic powder, and onion powder.
Stir in the ketchup, mustard, and diced onions. Cook for another 2 to 3 minutes until everything is well combined and fragrant. Remove from heat.
Wipe out the skillet and return it to medium heat. Add a small amount of butter or oil.
Place one tortilla in the pan. Sprinkle a layer of shredded cheese over half of the tortilla.
Spoon a generous amount of the beef mixture over the cheese, then top with more cheese.
Fold the tortilla in half and cook for 2 to 3 minutes per side until golden brown and crispy, and the cheese is melted.
Repeat with remaining tortillas. Let cool slightly before slicing and serving.
